Program Overview

Nomination Period

The nomination period runs December 10th, 2018 through January 4th, 2019.  Students in grades 11th or 12th who meet the criteria of exemplary character and leadership, community service, and academic achievements can be nominated by family, friends, school officials, teacher, and members of the community.  The nomination form can be located on the forms page.  All nominations must be received by 5PM on Friday, January 4th, 2019.  Students will be notified of their nomination.

Biography Submission

On Friday, January 11th, 2019, students will be notified of their nomination.  Nominated students must complete the biography form in order to be considered for the award.  Nominated students will have three weeks to complete the biography form, which can be located on the forms page beginning on January 11th and ending on February 1st.  Biography forms are to be completed by the students, please no parents.  Biography forms will not be accepted after 5PM on Friday, February 1st, 2019.


An independent panel of judges will review all eligible biography forms to select the Elite Top 100.  An additional panel of judges will select the Top 10 Gold Medalists, which are selected from the Elite Top 100.

Elite Top 100

Students selected into the Elite Top 100 will be notified by Monday, February 11th, 2019.  At that time, students will receive information on the banquet, how to RSVP, and details about the scholarship opportunity for seniors.


In an effort to honor and reward these amazing Outstanding Young Citizens on an even greater level, we are awarding two scholarships.  Seniors within the Elite Top 100 will have the opportunity to apply for a $5,000 scholarship.  A qualified senior girl and senior boy will be selected as our scholarship winners.  Only seniors planning to attend a college, university or another continuing education program will be eligible for the scholarship.

Special Section

A special section will be published on Wednesday, April 17th, 2019 in the Westmoreland and Valley News Dispatch editions of the Tribune-Review.  The special section will feature the Elite Top 100.


The awards banquet will be held Wednesday, April 17th, 2019.  Attendance at the banquet is by invitation only. Details of the banquet will be sent out to the Elite Top 100 as well as their nominators.

During the banquet, the Elite Top 100 will be recognized, the top ten gold medalists will be announced and two $5,000 scholarship winners will be revealed.
